So one leg of your 220 was hot to the touch. If this wire is coming from your meter and going into the top of the main breaker. Be careful, it is hot and there is nothing you can do to kill the power from it. I would suggest getting a qualified electrician with the proper tools to see if the lug is loose on the breaker. If the wire is not tight in the lug that will produce heat.
None of the 15, 20 or 30 amps trips just the 200 and when i remove the panel cover one of the main wires coming from the meter and going the 200 amp breaker was hot to the touch ?
